Ukraine. But I'm sure that Kim has carefully selected people with family back home as a threat.

An interesting side effect for NK is that any survivors who return will have stories of the extravagance of the west including crazy ideas like even poor Russians owning cars and having met Russian soldiers who actually get enough to eat.
