Not really.
Before the invasion, HAMAS controlled Gaza absolutely - including all aspects of education and the justice system - and handed out public "street justice" to anyone it didn't like. There are videos of beatings and tortures of non conformists. Under those circumstances, anyone who wanted to do well and get ahead, signed on for HAMAS.
You could be quietly non aligned, I guess. As long as you were very, very, very fucking quiet about it. But you couldn't oppose HAMAS. Or you would die.
Under those circumstances, HAMAS recruited fully and happily anyone who wanted to get ahead. And the education system - which was all about jihad and killing Jews - supported everything HAMAS did and wanted.
You have to stop thinking of Gaza as a western type country.
Kinda difficult to avoid civilians when HAMAS strongpoints are in schools and hospitals.

Gaza is part of the Occupied Territories of Palestine.
It is not yet a country though its recognized by the UN and the UN and ICJ ordered Israel to end their occupation within a year and pay restitution.
