The ICJ rules through Provisional Measures, they ordered 4, all of which are directed at Israel.
Hamas has said they will return the hostages with a ceasefire, if you want them returned that's the way.

An example of an actual order is that Hamas needs to release all the remaining hostages now as per the ICJ.
Of course its temporary, the ICJ gave Israel 30 days to stop killing Palestinians, arrest those who incite genocide and allow all aid in.
