I thought the same, however; there are Ukrainians that identify as Russian.

Take it with a grain of salt.

There are a lot of ethnic Russians who live in eastern Ukraine. Most people there grew up with Russian as their native language, and many are just now switching to Ukrainian.

This likely wasn't a mistake that was made, just a fluid understanding of identity.
