No, not necessarily. A very large number often just indicates a few guys repeated voting for the same girl over and over again. That's why the "Repeated Votes" column was added, as some girls were getting ginned up ratings due to repeated votes, this way you can tell if they're being overvoted by the same group of guys. Eventually a limit of 4 repeat votes was instituted. But a girl with a large vote total might have been overvoted before the new rules came into place.
What I actually look for are the total number of negative votes. For a girl with a large number +1 votes, having even a moderate amount of -1 votes is almost more important to look at. It indicates that perhaps she's giving some preferential treatment to a certain group of guys.
